Job Purpose

The main objectives of the Monitoring, Evaluation, and Learning (MEL) Adviser within NRC are to improve programme and organisational learning and oversee the development and implementation of impact research projects and evaluations. The MEL Adviser will play a key role in setting the scope, lines of enquiry, and methodology for impact research projects and evaluations, and leading the implementation of these activities. The findings and learning produced will also provide, as relevant, evidence to NRC’s advocacy work.

The role of the Monitoring, Evaluation and Learning (MEL) Adviser within the Consortium Coordinating Unit (CCU) is to provide monitoring and evaluation as well as quality assurance support to the Consortium. The MEL Adviser will work with the Consortium members to strengthen the monitoring and evaluation of Protection Consortium of Iraq (PCI) projects and ensure the Consortium generates the evidence required to improve programming and feed into strategic decision-making.

This position will be working 50/50 internally for NRC and as part of the Protection Consortium Coordinating Unit (CCU) led and hosted by NRC. Although hosted by NRC, including in terms of organisational procedures such as logistics, finance, and security, the CCU is separate and has a certain degree of independence to ensure more equal representation of all consortium members.

Generally you will;

• Support and contribute to the development and implementation of MEL systems, including MEL SOPs, guidelines, and tools.
• Support the Development and Implementation of the country office Evidence and Learning Plan and the delivery of high-quality, effective, and relevant evaluations in line with NRC’s evaluation policy and M&E framework.
• Support the implementation, dissemination, and use of evaluations, assessments, and monitoring data in programme development, adjustment, or review.
• Contribute to Consortium and NRC learning through supporting specific analysis, documentation of lessons learned and development of reports.
• Encourage active knowledge management and organizational learning based on findings. 
• Capacity building and training of Consortium members’ and NRC's programme and MEL support staff on MEL technical and conceptual areas.
• Ensure adherence to NRC policies, guidance, and procedures.

Specifically for the Protection Consortium you will;

• Organize and chair the MEAL working group.
• Work with the member organisations, MEAL/M&E technical leads to support the development, review and adaptation of the consortium’s M&E systems, SOPs and other guiding frameworks and tools ensuring they are in line with relevant global approaches, standards, and procedures.
• Provide technical support to Consortium members in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use and ensure quality control of all monitoring activities throughout the project cycle. 
• Also you will provide technical support to M&E/MEAL staff in executing M&E/MEAL plans remotely and through regular field visits and conduct field support and monitoring missions to consortium targeted locations.
• Coordinate the development of donor narrative reports and updates to donors in close coordination with consortium partner focal points.
• Provide technical support for quantitative and qualitative analysis for assessments, donor reports, and other processes. Improve the effectiveness and usability of consortium data management systems and strengthen data quality checks with the support of the Information Management officer.
• Oversee and co-lead the external research, studies, and evaluations.
• Work with the MEAL Technical Working Group to organize and establish a harmonized accountability system at Consortium level.
• Facilitate data analysis and improving M&E and programme staff data literacy (and usage of institutional platform geared toward this) that supports strategic decision-making, learning, and accountability.
• Contribute to the design of CCU M&E staffing structure and resourcing, including collaboration with Consortium members to identify and plan for M&E needs.

Specifically for the NRC you will;

• Design with the NRC programme unit the scope, lines of enquiry and methodology for impact research projects and evaluations. Review research design and tools to ensure contextual and programmatic feasibility and appropriateness.
• Coordinate the evaluation and research projects, including leading on procurement processes for hiring consultants or service providers. 
• Develop research methodology and complete analysis and report drafting for in-house research activities. 
• Encourage and support the absorption of lessons and recommendations at area office level, emerging from various AO (grant reviews, after action reviews, grant closures) and CO events (evaluations, assessments, technical visits, learning reviews) 
• Support the development of evidence-based advocacy, and strategic initiatives to strengthen evidence-based programming. 
• Participate in program design and proposal discussions, including support on theory of change development, log frame design, and budgeting for MEL.
• Ensure that best practices in ethics and data protection and management are implemented throughout research and evaluations. 
• Follow up on the management responses to evaluation recommendations.
